If you would like to write to the President to express your opinion on foreign affair policies, particularly if you are a US citizen, here is the information: Mailing Address The White House 1600 Pennsylvania Avenue NW Washington, DC 20500 Phone Comments: 202-456-1111 Switchboard: 202-456-1414 FAX: 202-456-2461 E-Mail comments@whitehouse.gov I couldn't find a guide to writing the U.S. President specifically, but there is a good guide to writing goverment officials in general as per Amnesty International. To be heard, the most important is to be courteous and quickly state your viewpoint. www.amnesty.org/campaign/letter-guide.html

If you wish to send an email to Mr. Bush, here's his email address: president@whitehouse.gov.
Shelley Webster composed the following sample letter which she sent to Tony Blair and a few others, I've modified it to be applicable to US citizens to send to Mr. Bush:
Dear Sir,
I’m writing to you as a United States Citizen who has decided not to be evacuated from Lebanon.
As the International leaders gather in Italy to discuss the Middle East “crisis”, innocents continue to die, and the economy and infrastructure of Lebanon have been decimated.
It is bad enough that

Sorry about the truncated post above, here's the full one:
Dear Sir,
I’m writing to you as a United States Citizen who has decided not to be evacuated from Lebanon.
As the International leaders gather in Italy to discuss the Middle East “crisis”, innocents continue to die, and the economy and infrastructure of Lebanon have been decimated.
It is bad enough that your Administration led us into war in Iraq on the back of completely unreliable intelligence – a war that destabilised the region – the US, along with Israel, is dictating the solution to a problem that has been contributed to very significantly by successive Israeli regimes.
This is a little like having the referee in a football match calling upon the person who has infringed the rules to dictate whether or not there is going to be a free-kick.
It is unacceptable for America and her favourite spondee to dictate the agenda. Is it not time that the rest of the International Community put their collective foot down and said “No more”?
To make matters worse, Nation States that are key to any solution in the Middle East, are being expressly excluded. It is utter folly not to include Syria and Iran in the negotiations. If they are indeed part of the problem, as identified by yourself, surely they have also to be part of the negotiated solution.
Why is it that the Arab Nations recognise the volatility that the Israelis have triggered in the region and the Western powers do not? Or if it is recognised there is a collective act of wilful blindness to the statements coming from the Arab Nations.
King Abdullah of Saudi Arabia, President Mahmoud Ahmadinejad, President Mubarak, President Bashar al-Assad are warning of conflagration in the Middle East. They are also demanding immediate ceasefire.
Why is it that the United States, and yourself in particular, are so willing to tolerate appalling human rights abuses. It seems our great Nation has lost its independence of thought, and its’ commitment of fair play.
When the Balkan atrocities perpetrated by the Serbians against Moslem populations were revealed not so long ago, they were condemned outright by the Europeans and resulted in War Crimes tribunals. Why is it that the Israelis are being permitted – or even endorsed – by the West in their current spate of violations of human rights in Lebanon?
Could it be that, if Israel were to be restrained by the US, it would go against the very precedent set by the US of attacking any Nation State the US Administration decides is a harbinger of terrorists against them?
In the meantime every day that this skew to International politics continues without any meaningful challenge from us, people die and another generation of embittered extremists are born.
Lebanon has been torn apart in this very short time, its economy ruined, its infrastructure gone and its people once more terrorized and brutalized. It has to stop.
Why are you not doing something about this?
(Signed)
